Locate Windows Installer in the all install services listing. Alternatively, go to Control Panel ->Administrator Tools ->Services. Open Run, and type in services.msc then press Enter.

Windows 7 already comes with the latest version of the Windows Installer: Try to ensure that Windows Installer service is running, or force start it.
